People Processes vs Justworks

A Justworks alternative for when you need the HR work done.

Justworks is a PEO built around software you run yourself. We're your own HR department: our team does the work, and you stay the only employer.

The short answer

Justworks is a professional employer organization (PEO) with published prices: $79 per employee per month for PEO Basic and $124 for PEO Plus, which adds health benefits. Your team runs HR in its platform, and its HR consultants advise your administrators; Justworks says they "do not act as your company's internal HR department." People Processes is an outsourced HR department, not a PEO: we do the day-to-day HR work, your company stays the only employer, and your benefit plans stay yours.

BenefitsJustworks' master policies (Aetna or UnitedHealthcare, with Kaiser alongside one of them), renewing every November 1. At least 40% of eligible employees must enroll, employees under 30 hours a week aren't eligible, and Justworks doesn't negotiate rates for individual companies.Your own plans and carriers. We're a licensed benefits agency (since 2009), shop your renewal every year, and are paid by the carrier, not by you.
Workers' compRequired on Justworks' own policy, with very limited exceptions; high-risk work such as construction may be declined.Your own policy, through your own carrier.
ContractNo annual contract, and no setup or termination fees.Month to month. Either side can end it with 30 days' written notice.
Who does the HR workYour administrators, in the platform: inviting employees, completing I-9s, approving time, scheduling terminations. Its HR consultants advise administrators only, don't speak with employees, and generally don't run investigations or recruiting. We do it: a named HR business partner, onboarding calls with every new hire, one-on-one open enrollment, a Monday Brief on everything open and same-day written answers.
ToolsPayroll, benefits, basic timecards, e-signature and expenses are included. Performance reviews come through outside tools such as 15Five and Culture Amp; we found no built-in survey, pay benchmarking or training library.Included with Foundation: payroll, time and attendance, onboarding, benefits administration, compliance documents and compliance training. Complete adds applicant tracking, performance management, a 300+ course training library and employee surveys.
When you leaveJustworks doesn't publish what happens to coverage when a whole company leaves. You'll need your own health plans, and your own workers' comp.Nothing changes for your employees' benefits, because the plans are already yours.

What you're really paying

The fee is only part of the cost.

A PEO's fee doesn't include the HR work your team still does in its system. Here's Justworks plus that work, against Foundation and Complete, for a 30-person company.

Foundation against a PEO

Foundation runs payroll, benefits, onboarding, offboarding, leave and filings. On a PEO, someone on your team still does that work in the PEO's system.

Complete against a PEO

Complete adds pay studies, performance reviews, surveys, culture and communications, benefits explainers and videos, and manager training. On a PEO, that's manager-level work you'd staff or skip.

How we worked this out (October 2026)

  • Justworks is its published list price: PEO Plus at $124 per employee per month, plus its dedicated HR consultant ($30) and advanced time tracking ($8) add-ons, $162 in all. Those add-ons are the closest it gets to a named HR contact and full timekeeping. No setup or per-hire fees.
  • Our prices are list prices for 30 employees. Per-event fees assume 25% of headcount hired and 25% leaving each year.
  • The HR work your team still does is our estimate: 390 hours a year (about 7.5 a week) for Foundation-level work, valued at the median HR specialist's pay; and another 576 hours for what Complete adds, valued at the median HR manager's pay. Pay includes benefits and payroll taxes (BLS OEWS May 2025 and ECEC June 2026).
  • Not included on either side: health premiums and workers' comp. On a PEO they're bundled into the PEO's own rates, and there's no reliable public figure for any markup, so we assume none.
  • Both sides include their software. Foundation includes payroll, time and attendance, onboarding and benefits administration; Complete adds applicant tracking, performance management, training and surveys.

Your numbers will differ. Send us your PEO invoices and we'll do the real math for your company.

When Justworks is the better choice

  • You have a small office or remote team, and an administrator who's happy running HR in software.
  • You want large-group health plans for a very small group: Justworks' master policies accept companies with as few as two enrollees.
  • You want the lowest monthly fee and will do the HR work yourselves.

If that's you, stay. If you send us your invoices and it's the better deal, we'll tell you.

Switching

Leaving a PEO, step by step.

  1. Step 1

Send us your agreement and invoices

Your PEO agreement and the last three invoices. We'll show you what you're paying for each piece, and what it would cost to run on your own.

  2. Step 2

We plan the move around your benefits

As a licensed benefits agency, we quote your own plans and time the switch so coverage doesn't lapse. Moving at a plan renewal avoids resetting deductibles mid-year.

  3. Step 3

We set you up under your own tax ID

Payroll, time and attendance, onboarding and benefits administration move to systems in your company's name. Then you give your PEO notice.

Send us your renewal or your PEO's invoices.

Upload them in any format. We'll break down what you're paying and send you a free benefits quote. Free, and kept confidential.

Is People Processes a PEO like Justworks?
No. Justworks becomes your co-employer. We don't: your company stays the only employer, with your own tax ID, benefit plans and carriers. We're your outsourced HR department, and we do the HR work itself.
How much does Justworks cost?
Justworks publishes its prices: PEO Basic is $79 and PEO Plus (with health benefits) is $124 per employee per month. A dedicated HR consultant is $30 more and advanced time tracking $8 more, per employee per month.
Is People Processes cheaper than Justworks?
For a 30-person company, Foundation comes to about $167 per employee per month. For Justworks Plus with its HR consultant and time-tracking add-ons, the fees plus the HR work your team would still do come to about $215. The full math is on this page.
Does Justworks do the HR work for you?
Mostly no. Your administrators run onboarding, time, changes and terminations in its platform. Its HR consultants advise administrators and, in Justworks' words, "do not act as your company's internal HR department." We do that work for you.
Can we keep our own health plan on Justworks?
Only on PEO Basic, and Justworks doesn't manage or support an outside plan. If you take Justworks' health insurance, you can't offer other health coverage alongside it.
What happens to our benefits if we leave Justworks?
If your employees are on Justworks's health plans, you'll need your own plans when you leave. Timing matters: switching at a plan renewal avoids resetting deductibles mid-year. Send us your agreement and invoices and we'll plan the move and quote your own plans.
